Parking Services office personnel issue parking permits, manage Lot B (pay lot adjacent
to the Morris University Center), collect fines, process appeals and make
parking arrangements.

Parking and Traffic Committee
The
purpose of the Parking and Traffic Committee is to consider the needs,
convenience and safety of the entire University community related to traffic
flow and parking. This includes participation in the planning of parking
facilities, the development of appropriate policies and review of enforcement
procedures. Members conduct appeal hearings relating to enforcement of parking
regulations and respond to complaints from the University community. The
committee also works with members of the University administration to
establish short and long term goals, prioritize construction activity and
establish rates. The committee is advisory to the Vice Chancellor for
Administration. Anyone wishing to address the committee may request a hearing
by contacting Parking Services.
Each
of the University senates recommends four (4) representatives to serve on the
University Parking and Traffic Committee. Both voting and non-voting
ex-officio members are appointed by the Vice Chancellor for Administration,
however.

Parking Service Agents (PSAs)
Parking Service Agents (PSAs) report
to University Police and are responsible for enforcement of University parking
policies. Methods used include parking citations or towing. The agents also coordinate
and provide Motorist Assistant Program services to University employees and
students. PSAs also assist Parking Services and
University Police with traffic control for special events.

Use |
Signs promoting
the use of seatbelts are installed on existing signposts
at the exits of all University parking lots. Promotion is ongoing.

Parking Policies |
Parking policy review is an ongoing
process to maintain consistency and fairness and to address new developments
and related impacts on parking.
 | Promote
Motorist Assistance Program (MAP) |
Trucks, logos, battery chargers, tire
inflators, de-icer and signs are some of the items that have been incorporated into
this program. Promotion continues.
 | Address Parking
Needs of a Changing University |
Completion of a
parking lot
construction project for
Evergreen Hall is scheduled for
Fiscal Year 2007.
During the same period, we hope to have a new "red" lot constructed on
Circle Drive.
 | Maintain Parking
Lots
A parking lot sealing project involving
lots located at Edwardsville,
Alton and East St. Louis will
be completed during Summer 2007. Parking lot crack filling will
be completed during Fall, 2007.

Enhance Emergency Telephone Network |
The network has been
expanded to include 65 phones.
Phone units have been upgraded, and software capable of reporting
malfunctioning phones as they fail
has been purchased and installed.
 | Upgrade
Parking Software
An upgrade to our existing software has allowed us to sell parking permits and accept
payment for citations via the
internet. In addition, we should be able to send targeted email notices
to certain groups affected by lot closures or maintenance progress. Enhancement should make the appeals process available online.
We also are able to alert Facilities Management of damaged signage or
non-functioning lighting encountered in the field.

Wayfinding
During FY 06, we were
very involved with the planning of a new system of roadside directional,
parking lot, pedestrian walkway and building identification signage.
Signs began to appear during Fall Semester 2005 with completion scheduled
for Summer 2007. |
