Permits are at all times the property
of the Board of Trustees and Southern Illinois University Edwardsville.
Mutilation or alteration of a permit, the purchase or use of a permit under
false pretense or the production or use of a counterfeit permit constitutes a
violation of the Illinois Criminal Code and may result in prosecution or
internal sanctions. An $75 fine and/or referral for disciplinary action to
Student Affairs or Human Resources will result. The illegal transfer of
permits results in the buyer and seller being fined $75 each. Permits will
also be revoked from both parties, who may be referred for discipline as well.
The University is not responsible for the care or protection of any motor
vehicle or its contents at any time.
Scheduled enforcement of SIU
Edwardsville campus (non-residential area) parking regulations occurs from
8:00 a.m. to 8:00 p.m. Monday through Thursday and 8:00 a.m. to 4:30 p.m. on
Friday. Parking Service Agents are dispatched to the School of Dental Medicine
and the East St. Louis Higher Education Campus periodically during the week to enforce parking
regulations. There is open parking in all non-residential permit-required lots
after 8:00 p.m., Monday through Thursday, after 4:30 p.m. on Friday and all
day Saturday and Sunday. University Police may write citations
anytime, however, as they deem necessary. Ticketing will occur in all Cougar Village and
Residence Hall parking lots 24 hours a day ~ 7 days a week.
Please note that failure to move a vehicle to an appropriate
location after a citation has been issued may result in additional citations being written
the same day.
Students/employees who accumulate parking
citations will be subject to discipline and towing. Employee cases will be reviewed
as deemed appropriate by the Director of Human Resources or his designated
representative. Student violators fall under the purview of the Dean of
Students.
Citations issued for parking and
registration violations specify the type of violation and the amount due.
A late fee of $10.00 is applied to all citations
not paid or appealed within ten (10) working days. Citations issued to non-registered vehicles belonging to members of
a current or former faculty, staff or students immediate family are the
responsibility of the current or former student or employee. Payment of
parking fines is accepted by mail or at Parking Services at the Edwardsville
campus. Payment may also be made at the Service Center at times when Parking
Services is closed. Parking fines
may also be paid via the internet at
Pay Your Citation Online.
Remember to include the citation with your payment if you
are paying by mail. Please do not send cash through the mail.
Payment submitted for parking fines
or permits may be made by check, cash, money order or Visa or MasterCard.
Loose coin may not exceed $5. Pennies that total $1 or more must be in
rolls of $.50 each. Each roll of coins must have printed on it the name and
social security number of the person submitting it for payment.
During break periods when classes are not in
session, ticketing occurs in all lots until 5:00 p.m. Monday through Thursday
and until 4:30 p.m. on Friday. Break
periods include the spring break week in March and all weeks that classes are not in
session between fall, spring and summer semesters.
There is open parking during these times in the red, yellow and brown lots.

Vehicles illegally parked in spaces
for persons with disabilities or in fire (red curbs) or emergency
(yellow curbs) lanes, as well as those blocking
aisles or creating hazardous traffic situations will be ticketed and towed. In
all cases, the driver, or owner
is liable for payment for towing and storage.
Unless the University Police are
notified by the owner, any vehicle in a non-residential area parking lot or at
a meter shall be considered abandoned after 24 hours and subject to tow
without warning.
Vehicles that are derelict (i.e., not
road worthy due to either the condition of the vehicle or failure to have
current and proper registration as determined by University Police) will be
subject to tow from any lot, as will those with concealed vehicle identification
numbers.
Students, employees and other
individuals with significant numbers of tickets (typically
those owing $100 or more) are
eligible for towing. As new tickets are written on the vehicles in
question, the message on the handhelds informs the parking service agents to
call the towing company.

If there is a basis for appealing a citation, an
individual may visit Parking Services to complete an appeal form. Or, you may obtain the Parking and Traffic Appeal form, by clicking here to load the form
as a Microsoft Word document. The Parking Services office first considers the appeal. If the appeal is
denied, it may be further appealed to the Parking and Traffic Appeals
Committee. The individual is invited to attend the Appeals Committee hearing;
attendance is not mandatory, however. Parking Services notifies the appellant
of the date of the hearing and the status of the appeal after each step. The
decision of the Appeals Committee is binding.
An appeal may not be filed
without a $5.00 partial payment. If the appeal is granted, a credit is
applied to accounts receivable. The appeal must be written and payment made within ten (10) working
days immediately following the date of the ticket. Appeals may be submitted to
Parking Services in person or by mail. If an individual chooses the mail
option, he or she must enclose a check to cover the partial payment of the
citation and must allow enough mailing time to stay within the ten (10)
working days limit. Appeals may also be submitted to the Service Center at
times when Parking Services is closed.
Citations or summons directing the
alleged violator to State court must be appealed in accordance with State law.
